Can't Install after SP2 for Windows Server2003

If you are trying to install an application from a network location you may get the following error:

Also if you try to copy locally and then run, you will get a similar message.  The only way to install programs that once resided on another machine is by the following method:
1. Right-click the executable and select properties.

2. Click the unblock button as below:
